Migration of medical workers in the Kyrgyz Republic: causes and consequences
Миграция медицинских работников в Кыргызской Республике: причины и последствия.

Abstract

According to the Ministry of Health, about 36% of specialists in the healthcare system are people of retirement age. In Kyrgyzstan, 1.5 thousand doctors left hospitals over the past year. More and more young specialists are leaving to work in private clinics or going abroad. Many specialists are leaving the country for Russia. The main motive for the migration of medical workers in Kyrgyzstan is to increase the level of wages in the Russian Federation. Although there have been positive changes in its dynamics in recent years, the wages of medical workers are low. In general, the salaries of doctors in Kyrgyzstan do not motivate university graduates to go to work in their profession. In the Kyrgyz Republic, the only source of remuneration for work in the healthcare system is funds from the wage fund. Payments of guaranteed and additional wages are made from the consolidated budget of the Single Payer in accordance with the regulations on wages and the legislative system of the Kyrgyz Republic. In order to determine the size of the wage fund in inpatient settings, last year's costs for the treated case are taken. Treatment is regulated by strict standards, and the minimum treatment costs are selected from several alternatives. It is proposed to use legalized paid services as sources of motivation, the proceeds from which should remain in the hospital or clinic as an additional source of remuneration.
