Abstract
Soft power, which is one of the important concepts of Turkey's pro-active foreign policy, especially in the last period, has become much more important in terms of Turkish Foreign Policy, especially with the 2000s. Ankara has gained an influence within the framework of its training and aid activities in different geographies and has expanded its maneuvering area in these geographies within the framework of these activities. In this process, Turkey is trying to realize its foreign policy, which puts the humanitarian in the center and proceeds through aid, through different public institutions and non-governmental organizations. In this respect, soft power is a costly area, and it is seen that it imposes a significant burden on both Turkey and NGOs operating in this field. In this context, it has come to the fore that it is necessary to operate with more tools and institutions in the international arena.
